Press Conference for IPR Publicity Week Event

On April 20th, Dalian Intellectual Property Right (IPR) Publicity Week Event Commission, which came into being with members from Dalian Intellectual Property Right Bureau, Publicity Department of Dalian Municipal Committee, Dalian Administration for Industry and Commerce, Dalian Publication and Copyright Bureau, and other 17 offices, held the press conference in the Municipal Building. Liu Xiaoying, managing director of IPR Bureau, announced specific activities concerned with this Event on behalf of the commission and issued 2009 Dalian IPR Development Status White Paper. Deputy Mayor Qu Xiaofei attended the conference and delivered his speech.
This April 26 is the tenth World Intellectual Property Day and the seventh anniversary for national IPR Publicity Week Event. WIPRD’s focus this year is “Innovation – Linking a World”. This Event will follow the national activity theme of “Creation, Protection, and Development” and conduct a series of activities by centering on the implementation of Dalian IPR Strategies Outline all around, acceleration of innovative urban construction and promotion of IPR cultural construction. Main activities during this period also include: the third revision report of Patent Law and Rules for Implementation, international trademark registration training sessions for export enterprises, Company Copyright Law, Rules, and Regulations training sessions; IPR customs protection publicity activities; Establishment of Liaoning Jurisprudence Society IPR Law Institute and the First Academic Seminar; IPR joint enforcement inspection; etc.
At the conference, managing director Liu Xiaoying summarized the outstanding achievements in 2009 during IPR creation, application, protection and management, and pointed out that the patent applications in Dalian amounted to 11,341 last year, breaking through the 10,000 level, taking the lead in six successive years in northeast China; the municipal government issued Dalian IPR Strategies Outline, and passed the inspection by State Intellectual Property Office and became the demo city for IPR work in China. Three trademarks, i.e. Da Hua, Da Yi Hu, and Da Xue, were accredited by State Administration of Industry and Commerce as the Well-known Trademarks; Changhai Holothurians, Lvshun Kelp, and Wafangdian Ralls Apple obtained the trademark registration for national geological indications. Four patent counterfeits were prosecuted in the course of patent counterfeit investigation special action in the field of commodity circulation; the possibility of setting up two-level (municipal and district) IPR service system were explored to strengthen government’s function in providing IPR public service; IPR publicity and training were held to create a benign social atmosphere for IPR creation, transformation and protection.
Deputy Mayor Qu stressed in his speech that IPR has become the core element in terms of economy, science and technology, cultural strength, and international competitiveness of a nation and the important strategic resource in maintaining and protecting national benefits and economic safety. Dalian government grasped great historic opportunities such as Liaoning coastal economic belt development and reform and Northeast Old Industrial Base Rejuvenation to implement IPR strategies in the course of creating a National IPR Demo City, with an emphasis on improving company proprietary innovation ability; after these measures, the ability of IPR creation, management, protection and application has been enhanced significantly. The IPR leadership team headed by Mayor Li Wancai was established to provide powerful support for creating a new situation for Dalian IPR work and for accelerating the construction of a new city. Qu proposed three requests regarding Dalian IPR work: to promote the IPR creation and application; to strengthen IPR protection; and to improve IPR cultural and HR construction.
After the conference, Jiang Sijin, deputy director of IPR Bureau, met with journalists along with the Administration for Industry and Commerce and the Bureau of Customs to answer IPR publicity week related questions.
