Dalian to become Chinese Model City of Intellectual Property Rights (IPR) Protection in Ten Years

From Dalian Daily, the Municipal Government recently formulated and released the Outline of the Intellectual Property Strategy of Dalian (hereinafter referred to as Outline). The Outline was the first strategic file about IPR development and marked a new development stage of IPR undertakings of the city.

The objectives for the development of IPR undertakings of Dalian in the future 5 to 10 years were clearly defined in the Outline for the first time. Within 5 years, the number of patent applications of the city will reach 100,000 and double the present number; the average annual increase of the number of trademark applications and copyright registrations keeps 10%. Bedsides, breakthroughs will be made in layout design of integrated circuits, business secrets, new plant species and standard formulation.

By 2020, the amount of core patents, trademarks and copyrights with high value will markedly increase and the proportion of knowledge-based industry among the GDP of Dalian will significantly improve; the market competition mechanism supported by intellectual property rights will gradually take shape and most enterprises get independent intellectual property rights; the mechanism of talent training and importation will be put in place and most enterprises and public agencies will have professional IPR personnel; intuitions and individuals greatly improve their awareness of IPR protection, the quality and efficiency of IPR law enforcement will obviously get promoted, and the sound cultural atmosphere and legal framework of respecting S&T innovation and protecting intellectual property rights will also come into being; the IPR work of Dalian will reach the advanced level among domestic cities of the same kind and Dalian will be a national model city for creating and protecting intellectual property rights.

In a bid to achieve the above targets, Dalian will launch the plan for the multiplication of enterprise patents, the project of creation and transfer of core patents as well as the plan for S&T innovation and innovative undertakings of college students, which are pointed out in the Outline; we will implement the trademark strategy and standard strategy; we will also step up copyright protection and layout design of integrated circuits and focus on establishing a batch of core independent intellectual property rights with high value; Dalian will keep improving the IPR work quality of backbone enterprises and small and medium-sized enterprises, promote the transfer of IPR achievements from colleges and universities and research institutes to enterprises and support the establishment of alliances for industrial technology innovation; we will make enormous efforts to accelerate the development of knowledge-based industries and upgrade the IPR work level of development zones and industrial parks at the Costal Economic Zone; Dalian will create the sound urban IPR system environment and cultural environment.

With the development and opening-up strategy of the Coastal Economic Zone of Liaoning Province incorporated into national strategies, Dalian was defined as Shipping Center of Northeast Asia, Logistics Center of Northeast Asia, Regional Financial Center and Modern Industrial Clustering Area with international competitiveness and played core and leading roles in the Coastal Economic Zone of Liaoning Province and Northeast China. And thus Dalian must further step up the development of innovative city, implement the IPR strategy and improve independent innovation capacity. The release of the Outline Will help to further build the environment for IPR creation and protection, promote core competitiveness of enterprises, push innovative elements to congregate to Dalian, improve urban functions and qualities in full scale, and boost the sound and rapid economic and social development to upgrade the core status and leading effect of Dalian and to take the lead in revitalizing old industrial bases of Northeast China.
