Dalian Passes Inspection and Acceptance of National Intellectual Property Rights Demonstration City

On December 23rd, the conference for the report and evaluation of national intellectual property rights (IPR) demonstration city of Dalian was held in the municipal government. The evaluation group of a national IPR demonstration city spoke highly of the demonstration city establishment of Dalian and thought that Dalian made remarkable achievements in the respect of setting up the national demonstration city. Dalian successfully passed the test and inspection of a national IPR demonstration city. Li Wancai, acting mayor attended the conference and addressed the meeting.

In June, 2007, the State Intellectual Property Bureau approved Dalian as a national IPR demonstration city under construction. For the last three years, taking the establishment of a “national IPR demonstration city” as a major carrier, Dalian has rapidly improved the capacity of independent innovation as well as IPR creation, administration, protection and application. The number of patent applications of Dalian has remained the first among cities in Northeast China in successive years. The number of patent applications of this year is anticipated to surpass 10,000 and the average annual increase rate of invention patent applications is to reach over 20%. Only in 2007 and 2008, 17 patents of Dalian won national major awards. Besides, Dalian boasts 32,000 registered trademarks, 6 geographical indications, 21 reputed trademarks, 395 famous brands and more than 10,000 registered copyrights and literary property rights.

The evaluation group, led by Wang Jingchuan a consultant of the State Intellectual Property Bureau, president of the Patent Protection Association of China and former director-general of the State Intellectual Property Bureau, thought that the CPC Dalian Municipal Committee and the Municipal Government achieved significant results in establishing a national IPR demonstration city. The leaders attached great importance to the establishment and worked hard with special features. The establishment of an IPR demonstration city promoted the steady increase of patent number of Dalian and obvious quality optimization; it improved the intensification of the IPR working system of Dalian; the establishment also stepped up the perfection of the IPR policy system; it improved the environment of economic and social development. Especially in the process of IPR creation, application, protection and administration, the government properly enforced administrative strength and the policy system was also impeccable. The departments in charge strengthened coordination and functional departments collaborated with each other closely to create a sound policy, market and cultural environment.

In the speech, Li Wancai said: “Dalian has always been given high priority to IPR undertakings and boost the intellectual property as a core strategy of urban innovation development. The development strategy for Coastal Economic Zone of Liaoning Province further identifies the core position and leading effect of Dalian and we should grasp the great opportunity to achieve a new round of increase with the support of independent intellectual property rights.” “Dalian will implement the IPR strategy, speed up the development of high-tech industries with IPR as the lead, change the pattern of economic development and spare no effort in the optimization and upgrading of industrial structure. Dalian will plan and build the Dalian Ecological S&T City, covering an area of 65 sq km, with high standards. Dalian will concentrate on developing intellectual industry, innovation industry and high-end service industry with all our efforts to turn Dalian into a cluster zone of top talents, high level research and development and high-end independent intellectual property rights. In this way, the Ecological S&T City will radiate the Coastal Economic Zone of Liaoning Province and even the knowledge-based economic zone in Northeast China and make more contribution to fully revitalizing Dalian,” added Li.
