On the morning of January 26, 2010, the 2009 Annual Summing-up Conference of Dalian Municipal Bureau of Science & Technology was held. All members of the bureau’s leadership, cadres of offices concerned, and all leaders of subordinating units, attended the conference. Party committee secretary and director of the bureau, Liu Xiaoying reviewed the work of 2009, and made arrangements for the key tasks in the year 2010. Deputy director, Zhao Rennan conveyed the spirits of the state science and technology work conference. The conference ware presided over by Li Hongtao, secretary of committee for discipline inspection.

Director Liu made a summary of the characteristics of the work over the past year: (1) Based on independent innovation, the strategic high-tech industries have yielded noticeable results; (2) Accelerating the construction of innovation base, the science & technology incubating system is increasingly improved; (3) Focusing on IPR strategy, the patent creation, management and protection are uplifted hand in hand; (4) Energetically implementing science & technology demonstration projects, the role for supporting new countryside and civilian-based science & technology continues to be reinforced; (5) Deepening international cooperation, paces for open innovations are stepped up; (6) Enhancing the environment improvement, a sound atmosphere for independent innovations are formed at fast speed.

In 2009, the high-tech industrial output value reached RMB 401 billion, and the added value for high-tech products amounted to RMB 105.2 billion, up by 28.1% and 31.2% respectively; 105 technology advanced service enterprises and high-tech enterprises have been accredited by the state; Dalian was listed as energy conservation and new energy automobile demonstration city, the semi-conductor lighting application engineering pilot city and gold sun project demonstration city; Chinese Academy of Sciences Dalian Science & Technology Innovation Park was formally incorporated into the development programs of Liaoning coast economic development zone, in which the construction of infrastructures, communications and other undertakings are in full swing; the project of 65m2 eco-friendly and technology-innovative new town has been initiated; 30 provincial and municipal key labs and engineering technology research centers were built up; the state solar energy optical-chemical conversion center and the large bearing engineering technology research center have set their office in Dalian; two scientific and technologic credit awards, one special science & technology award, 10 independent innovation awards, 21 technological invention awards and 96 scientific & technological progress awards were granted during the science & technology awarding conference; Lvshun civilian science & technology enterprise startup center and Dalian economic development zone north science & technology enterprise startup center were evaluated as state level incubators, bringing the number of state-level incubators in Dalian to eight; Jinzhou agriculture science & technology park was accepted by the experts from the Ministry of Science & Technology; 10 districts and counties all passed the assessment for national county (city) scientific & technological progress in the year 2007-2008, among which, Lvshunkou district and other three districts or counties were among the national counties (cities) for scientific & technological progress, and our bureau was honored as the excellent organizer for the assessment; the city applied a total of 11340 patents, including 2388 invention patents, increased by 40% and 34% year-on-year; 4,447 patents were authorized across the city, in which 2388 were invention ones, grown by 27% and 38% each; Dalian successfully passed the acceptance for state IPR demonstration city.

While talking about the work for the coming year, Director Liu pointed out: 2010 is a key year for Dalian to seize the opportunity for developing the coast economic zone of Liaoning province and to speed up the construction of innovation-oriented city. The science & technology work of the city will continue to be guided by the scientific outlook on development, closely follow the strategic decisions and deployment of the municipal party committee and municipal government, with the strategic emerging industries as key, the innovation base and top-end science & technology services as support, gather the innovation resources both at home and abroad, constitute an innovation system featuring rational layout, cluster development and integration of industry, study and research, fully demonstrate the leading and supporting role of scientific and technological innovations in facilitating economic restructuring and transformation of development mode, and strive to build Dalian into the regional innovation center, the research fruit conversion center and high-tech development center for Liaoning coast economic development zone and the old industrial base in Northeast China.
