          On the morning of June 25, the Work Summary Conference & Red Song Singing for the First Half of Year 2010 was held in the hall of Academy of Agricultural Sciences of Dalian Municipal Bureau of Science & Technology. The leadership of the Bureau, all cadres and leadership members of units directly under it attended the conference. After summing up the work of the first half of this year, the Conference made a mobilization for the upcoming 7^th Patent Exchange Fair and sang some motherland loving songs.

 

          On the conference, with the theme of Seize the Opportunity, Forge ahead and Strive to Realize New Leap-forward Development of Science & Technology, Director Liu Xiaoying summarized the achievements the Bureau has scored in following six aspects: firstly, closely focus on the construction of innovation-based city and accelerate the development of strategically high-tech industries; secondly, push forward the establishment of innovation bases and perfect the science & technology incubation system day by day; thirdly, highlight the IPR strategies and further enhance the capabilities for IPR creation, utilization, protection and management; fourthly, energetically implement the science & technology model projects and continuously reinforce the role of science & technology in supporting the construction of new countryside; fifthly, deepen international cooperation and speed up the paces of open innovation; sixthly, make greater efforts for environment construction and cultivate the atmosphere of independent innovations. With regard to the thinking and key tasks for the work of second half of this year, the Director pointed out: we need to proceed from the macro-thinking on raising the Liaoning coastal economic belt development to the state strategy, take the reform of new district management systems as an opportunity and promote the whole region urbanization through the leap-forward development of science & technology. We should: 1. Lay out and plan strategically emerging industries with V-shape science & technology innovation space; 2. Conduct major science & technology projects and state model projects; 3. Press onward the building of an eco-science innovative city in Dalian; 4. Speed up the construction of Dalian Science & Technology Innovation Park; 5. Initiate the development of Dalian Urban Science & Technology Park; 6. Strengthen the construction of incubation systems; 7. Organize the implementation of core patent creation and transformation projects, increase the subsidies for patents, and give key support to invention patents; 8. Set up the state level IPR safeguarding center; 9. Make full preparations for the 7^th Patent Exchange Fair; 10. Vigorously develop civilian-based and agricultural science & technology; 11. Intensify foreign exchanges and cooperation; 12. Revise the Regulations for Science & Technology Advancement in Dalian to provide legal basis for the construction of innovation city; 13 Do a good job on the researches and planning of the 12^th Five-Year Science & Technology Program and IPR Development Strategy; 14. Reinforce the construction of science & technology teams and raise their management levels.

 

              Deputy Director Jiang Sijin introduced the progresses for the preparations of the Patent Exchange Fair during the mobilization conference, on which he said three aspects are to be highlighted: firstly, highlight specialty; secondly, highlight transaction; thirdly, highlight services. The themes of the Fair are new energy, new optical sources, and new life. On the other hand, Mr. Jiang made detailed arrangements for some key work, such as preparation for the report meeting, continuing to do well in business invitations, especially in overseas business attractions, and earnest preparation for the opening and closing ceremonies, high-level forum, symposium, case introduction, and technology signing ceremonies. He also hoped a great success of the Fair.

             Finally, the conference concluded amidst the singing of Ode to the Motherland by all participants present.
