☆ Office (Party Committee Office)

Main Functions:

To be responsible for coordinating the work of the Bureau;

To be responsible for meeting organization, drafting documents, document processing, archives, secretes protection, security and guiding work of the Bureau;

To be responsible for the reply of suggestions and proposals of NPC representatives and CPPCC members;

To be in charge of S&T publicity of S&T information, S&T almanac and S&T news release;

To be responsible for letters and calls;

To take charge of Party-building, publicity, united front and building of spiritual civilization of institutions of the Bureau and the Party Committee;

To be responsible for the administration of cadres, personnel and administrative establishments of the Bureau and affiliated institutions;

To be in charge of trade unions and people’s organizations of the Bureau and affiliated institutions;

To be responsible for the administration and service of retired cadres of the Bureau and to guide and coordinate the work of retired cadres of grassroots institutions;

To take charge of logistics service and welfare work of the Bureau;

☆Discipline Inspection Committee (Administrative Supervision Office)

To be responsible for the discipline inspection, administrative supervision and auditing of the Bureau and affiliated system;

☆Policies, Regulations and System Reform Section

Main Functions:

To implement the national and provincial S&T guidelines, policies and regulations and organize the drafting of detailed policies and regulations on S&T development of the city; to compile the min-long term development plan and annual plan for soft science of the city and organize the research, bidding and appraisal of major projects of soft science; to formulate the master plan, polices and measures on S&T system reform of the city and guide their implementation accordingly; to participate in the drafting of important documents of the Bureau; to review and verify the establishment and restructuring of municipal non-profit making research institutes; to be responsible for the review, annual inspection and filing of private and non-enterprise S&T institutions; to undertake the work of Joint Meeting Office for Science Popularization of Dalian, define the guidelines for science popularization of the city and formulate the work programs and plans for science popularization; to be responsible for the evaluation and guide for S&T advancement of the whole city and undertake the work of Office for Developing the City through Science and Education of Dalian; to be responsible for tracing and supervising the utilization of funds for major projects of soft science;

★ Planning and Finance Section

Main Functions:

To organize the formulations of programs and annual plan for mid-long term S&T development;

To be responsible for the quota allocation as well as supervision and administration of “Funds for Technical Research and Development”;

To be in charge of the application and administration of plans for new S&T products;

To formulate the administrative measures for S&T plans;

To be responsible for the S&T statistics and analysis of the city;

To take charge of tracing and supervising the utilization of funds for major S&T projects;

To centrally administer the budget and final statement of S&T administrative expenditures;

To study the methods and measures for increasing S&T input though multi-channels;

To be responsible for fiscal administration as well as supervision and inspection of affiliated institutions and promote the financial reform for S&T expenditures and implementation of financial and accounting system;

To administer the management of state-owned assets of research institutes;

To be responsible for tracing and supervising the utilization of specific funds;

☆ Development of Social Undertakings Section

Main Functions:

To be responsible for the formulation of the programs and annual plan for promoting social development through science and technology; to formulate development plans for high-tech technology research in the fields of biology, oceans, environmental protection, medicine and health, social security and resources and organize their implementation accordingly; to organize the implementation of breakthrough endeavors on major S&T research, development and industrialized planning in respect of social development; to organize the implementation of major S&T industrial demonstration in the fields of social development; to be responsible for the promotion of S&T achievements in the fields of social development; to be responsible for urban S&T work; to be in charge of the management of experimental animals; to be responsible for tracing and supervising the utilization of funds for S&T projects;

☆Rural Science and Technology Section

Main Functions:

To be responsible for the compilation of the programs and annual plan for promoting rural development through science and technology; to organize the implementation of breakthrough endeavors on major rural S&T research, development and industrialized planning; to organize the implementation of “Spark Program” and the demonstration of major rural S&T industries; to be responsible for the work of demonstrative areas of sustainable comprehensive experiments and the promotion of rural S&T achievements; to be in charge of poverty alleviation through science and technology and bringing science and technology to the countryside; to undertake the work of Spark Program Office of Dalian; to be responsible for S&T work in agriculture-related districts, cities and counties; to be responsible for tracing and supervising the utilization of funds for S&T projects;

★ High-tech Development and Industrialization Section

Main Functions:

To study the formulation of the policies and measures on high-tech and industrialization in the industrial field of the city; to organize the implementation of key industrial S&T projects applied to the State and province, the “Spark Program” and the plans for high-tech as well as its industrialization and new product testing and appraisal; to organize the implementation of the development plans for high-tech research in the fields of information and automation; to step up the innovation of traditional industries through high-tech and advanced and applicable technology, the informatization of equipment manufacturing industry and the promotion of S&T achievements; to be responsible for the confirmation of high-tech enterprises and projects (products); to promote the building of technical and service system in the field of industry; to coordinate the related work of high-tech industrial parks and software industrial parks; to be responsible for tracing and supervising the utilization of funds for S&T projects; to draw up the polices, regulations and measures for improving the development of private enterprises and be responsible for the administration of private enterprises confirmation and S&T incubators;

☆ Intellectual Property Coordination and Administration Section

Main Functions:

To study the formulation of development strategies and guidelines on intellectual property undertakings of the city and the compilation of mid-long term plans for patent work; to be responsible for the coordination and guiding of the protection of intellectual property rights and the establishment of innovative system; to guide and coordinate the patent management of the whole city; to organize the implementation of key patent technology as well as administer and supervise the patent support grant; to be responsible for external relation, international cooperation and exchange in respect of patents of the city; to draw up the plans for key S&T achievements promotion and organize their implementation accordingly; to study the formulation of polices and regulations on S&T achievements administration and centrally administer the registration, appraisal, statistics and analysis of the S&T achievements; to be responsible for the review and verification of relevant S&T awards of the Municipal Government and the application for national and provincial S&T awards; to guide and coordinate the administration of technology market, formulate regulations on technology market and organize the implementation accordingly; to collaborate with related departments to administer the guiding of S&T secrets of the whole city;

☆Intellectual Property Administrative Law Enforcement Section

Main Functions:

To implement the national, provincial and municipal laws, regulations, rules, guidelines and policies on intellectual property work as well as supervise and inspect their implementation accordingly; to be responsible for the implementation of the responsibility system for administrative law enforcement as well as guide and regulate patent law enforcement; to be responsible for the promotion, popularization, education and training of patent and intellectual property laws and regulations; to guide the work of intellectual property social bodies and patent intermediaries; to mediate and handle patent disputes according to law as well as survey and punish the behavior of counterfeiting others’ patents and fake patents; to be responsible for patent administrative appeals and responses to administrative prosecutions; to take charge of the work of Intellectual Property Working Meeting Office;

☆ International S&T Cooperation and Merchants Section

Main Functions:

To be responsible for the formulation of annual plans for S&T investment invitation of the city and organize the implementation accordingly; to be in charge of the organization, coordination and service on international S&T investment invitation of the city; to draw up the municipal polices and regulations on international S&T cooperation of the whole city; to compile the programs and annual plan for international S&T cooperation and organize the implementation; to centrally administer inter-governmental international S&T cooperation projects as well as trace and supervise the utilization of specific funds; to undertake S&T communication and cooperation, participate in international S&T conferences and S&T exhibitions as well as review and approve the go-abroad application for research, study and training; to be responsible for accepting foreign groups and experts who come to Dalian for S&T communication and cooperation;

☆ Science and Technology Innovative Undertaking Section

Main Functions:

To study the formulation of development plans and supporting policies in respect of S&T entrepreneurship environment, S&T incubators and S&T public service platform; to be responsible for coordinating and guiding the establishment of S&T enterprise incubators and incubation bases and organize the implementation of S&T projects on S&T entrepreneurship, S&T enterprise incubators and S&T public service platform; to promote the development of S&T public service platform of large-scale scientific instruments, scientific data and documents as well as S&T infrastructures construction; to organize the formulation and implementation of the programs and plans for engineering and technological research bases construction;
