1) To implement the CPC and State strategies, guidelines, policies on science and technology development, compile local S&T policies and detailed rules for their implementation, and supervise and inspect and promote the implementation accordingly.  

2) To comprehensively administer the S&T work of the city; to guide and coordinate S&T work of the (municipal) district and all sectors.

3) To forecast foreign and domestic S&T development tendencies as well as the influence of S&T development on economic and social development, study and put forward the priority areas of S&T development and major S&T projects of the city and be responsible for S&T statistics; to administer centrally soft S&T research, organize the research on major S&T projects of the city and collaborate with related departments to examine and approve newly-established S&T research institutes and private S&T institutes and be responsible for the rational allocation and structural adjustment of S&T institutes; to collaborate with related departments to step up the S&T advancement of enterprises and rural areas.

4) To organize the compilation of S&T development plan of the city and the formulation of the Five-year Plan and annual plan for science and technology and organize their implementation accordingly; to collaborate with relevant departments to rationally utilize and allocate the S&T funds for new product testing, intermediate experimental expenses and major S&T projects and coordinate the implementation of S&T loans; to centrally manage the administrative funds for S&T institutions and conduct classified administration and outlay allocation according to the principle of S&T appropriation system reform.

5) To be responsible for coordinating the S&T work of national and provincial colleges and universities and scientific research institutes to serve the local S&T, economic and social development; to be responsible for appraisal and registration of S&T achievements of the city and also for S&T awards and S&T secretes protection; to collaborate with related departments to promote the application of major S&T achievements, develop and administer intermediary experimental bases and step up the industrialization, commercialization and internationalization of major S&T achievements.

6) To participate in the study of development plans as well as major policies and regulations on high-tech industrial parks and in the review and verification as well as confirmation of high-tech enterprises.

7) To centrally administer the technology market of the city; to be responsible for the confirmation and registration of technological contracts and improving and developing the technology market; to centrally administer computer development and application of the city and be responsible for the application and promotion of computer technology; to centrally administer S&T information work of the whole city; to organize and coordinate the effective utilization of S&T information materials, guide the development of the S&T tertiary industry and collaborate with related departments to promote science and technology.

8) To implement the CPC and State guidelines and policies on S&T foreign affairs and administer bilateral and multilateral S&T exchange and cooperation of the whole city; to be responsible for inter-governmental S&T cooperative agreements and relevant administration, guide and administer non-governmental international S&T cooperation and collaborate with relevant departments to take charge of the review and confirmation of advanced technology enterprises among three kinds of enterprises with foreign investment, namely Sino-foreign joint venture, contractual joint venture and exclusively foreign-owned enterprises in China.
